What is Layer Zero

Layer Zero Citizenship is the foundational level of civic responsibility, where identity, agency, and contribution begin at the closest proximity: your neighborhood, your block, your community. It asserts that before you’re a voter in a federal election, a partisan, or even a state resident, you are first and foremost accountable for the health, trust, and function of the system around you. It reframes patriotism not as allegiance to distant symbols, but as stewardship of the ground you stand on: how you show up for your people, meet needs, build redundancy, and hold the line when systems falter. In systems terms, it’s the first observable interface between the individual and the commons, and the most potent point of leverage in shaping outcomes.
